1. WE CAN'T COPE, SAYS TOWN INVADED BY ROMANIAN GIPSY ORPHANS

An invasion of Romanian gipsy orphans has left a British town facing financial crisis. Since Romania joined the EU on January 1, nearly 90 children from the poverty-stricken country have arrived on the steps of the town hall in Slough pleading for help. The children, from the Roma community, do not arrive with adults, though some are as young as ten. Six have come with babies of their own while seven have been pregnant. They have apparently made the journey across Europe unaccompanied. The council is obliged to look after under-18s - providing them with accommodation, food and schooling - and the cost of caring for them is soaring. The borough council has so far spent £150,000 setting up an emergency team to assist the children. Most have only a rudimentary grasp of English, meaning the council has had to employ two Roma translators. David Munkley, the council's commissioner for education, said: ‘For those we are currently supporting it will cost the council around £500,000 over the full year.

That includes costs such as accommodation, food and clothing.’ Council leader Richard Stokes believes the children have been deliberately sent to Slough after paying someone in their home country. He said: ‘There have been 88 who have literally arrived on the town hall steps because they are told they will get a cordial reception in Slough. ‘I don't know who tells them that but Slough has always been a migrant town. The problem is we don't have the financial resources to provide for them.’ He added: ‘It's not a marginal problem, it's a financial crisis.’ The arrival of the Roma children adds to an existing population crisis in Slough. Recently more than 1,000 homes across the borough were found to contain more than one family - usually from Eastern Europe or Somalia - and some houses had as many as 30 people living in them. The health service is under extreme pressure and many GPs have closed their surgeries to new patients, while there are 82 different languages spoken in the borough's schools.

The council is currently caring for 53 Roma children. Others have been placed with family members in other parts of the country. A gang of about half-a-dozen Roma woman, some with toddlers in pushchairs, patrolled Slough High Street begging change from Saturday afternoon shoppers. A man approached a Mail on Sunday reporter, waving a card with a message written in pidgin English and asking for cash to support his three children. Slough has long been a centre for East European migrants. In the post-war years a number of refugee camps were built nearby to hold people who had arrived in Britain and did not want to return to Soviet-controlled Europe. The Roma face persecution in many communities all over the world. They are believed to have originated in India though the largest population is now found on the Balkan peninsula, but particularly in Romania.

2. FREE LUXURY HOUSEHOLD GOODS FOR COUNCIL MINORITIES

Luxury household goods are being given to council tenants free of charge - if they are in ‘an ethnic minority’. State-of-the-art kitchen and bathroom gadgets are being dished out to those with ‘housing needs that are different from the British community’. Standard electric ovens will be replaced with posh gas cookers because some religions require that food is cooked over an open flame. And showers will be added to baths because some religions forbid followers from sitting in stale water.

The astonishing policy - all paid for by YOU the taxpayer - has been approved by the Government. Every council in England and Wales now has a £50,000 ‘diversity fund’. But only a fraction of the UK's council tenants is eligible for the freebies. Dr Tia MacGregor, a Muslim and an independent councillor in Oxford - where several tenants have taken advantage of the handouts - said the scheme made a mockery of discrimination laws. She added: ‘What this strategy is saying is that if you want something because of your faith, you get it. ‘What about Jedi Knights - would they have a cupboard fitted to put their light sabres in?’ But Oxford councillor Patrick Murray said: ‘We count faith like disability and other personal needs as an understandable reason for a request.’

3. BRUSSELS SEEKS TO ‘IMPROVE INTEGRATION’ OF IMMIGRANTS

The EU is pushing for an unlimited amount of mass immigration in order to destroy national identities and create a European super-state. The sooner we leave the EU, the better!

The European Commission on Monday announced a raft of new projects aimed at improving the integration of immigrants from outside the EU that will include adopting a more multi-faith approach. The new initiatives, announced ahead of a meeting of EU ministers responsible for integration on Thursday, are aimed at promoting the integration of non-EU citizens and to ‘seek out and evaluate good practice in the integration field,’ the Commission said in a statement. ‘The reality now is that ... you have problems in a number of member states,’ Friso Roscam Abbing, justice and security affairs spokesman commissioner, admitted. ‘It is only relatively recently that we have been dealing a little bit more seriously with this issue,’ he added. ‘Before you had some kind of passive tolerance. With hindsight it is clear that this may not have been the best approach, what we need to know is how best to live with each other and not just next to each other’.

Among the initiatives, to be funded under a new 825-million-euro (1.1 billion dollar) European integration fund, is a multi-faith project. It's aim is ‘to counter exclusion and foster integration among migrant communities in the EU by familiarising religious leaders with the core European values and the multicultural and multi-faith environment in the EU’. Another initiative is a ‘one-stop shop’ model to refine the network of partners dealing with immigrant integration.

At the EU integration ministers meeting in Potsdam on May 10-11 the second edition of a handbook on integration will be released by consultants the Migration Policy Group. This will suggest tools to help governmental and non-governmental sectors ‘to adjust policies and practices to the changing realities of a diverse society’. Among the EU best practices identified is a French volunteer mentoring system, in which retirees act as mentors for young migrants.

All the EU integration initiatives are aimed at assimilating legal immigrants into the EU. The bloc is beefing up its Warsaw-based Frontex border agency, which aims to keep out illegal immigrants, especially on key routes from Africa into mainland Europe's southern Mediterranean shores or Spain's Canary Islands in the Atlantic.

4. IMMIGRANT GANG JAILED FOR BIGGEST EVER CREDIT CARD FRAUD

Five gang members responsible for the UK's biggest ever credit card fraud were jailed today for up to five and a half years each. The fraudsters enjoyed a lavish lifestyle, funding first class travel and five-star holidays with the £17 million profits made from their crimes. An anti-terrorism officer uncovered the scam purely by chance after stopping a man who was carrying 40 mobile phone top-up cards. When police examined the cards they discovered they contained thousands of stolen American credit card numbers. An 18-month international investigation led officers to computers storing 32,000 credit card numbers and a money trail from Poland to Estonia, Russia, the United States and the Virgin Islands.

The scam was masterminded by Roman Zykin, a 38-year-old Russian illegal immigrant, from Paddington, who was given a five and a half year sentence. Polish nationals Dariusz Zyla, 30, of Wood Green, north London was given four years; 31-year-old Krysztof Rogaliski, of Plaistow, east London, three years and Estonian Hannes Pajasalu, 34, of no fixed address, two years. They variously pleaded guilty to conspiracy to steal, conspiracy to transfer criminal property, and having a false instrument with intent. Passing sentence, Judge Gregory Stone said the ‘very serious’ offences they had committed made prison inevitable. ‘This conspiracy involved the obtaining of bank card data, cloning the data and then using the clone cards to steal substantial amounts of money.,’ he said. ‘This fraud was on a very large scale indeed and but for the involvement of police could have led to very substantial losses.’ He added that the total amount stolen by the gang would probably never be known for sure. ‘This was substantial organised crime. It was carefully planned and was executed in a sophisticated way.’

5. ILLEGAL IMMIGRANT IN BRUNEI? JAIL AND A WHIPPING FOR YOU.

While we reject corporal pushishment, we do wonder why a banana republic (monarchy, actually) like Brunei takes better care of its own borders than we do!

An Indonesian was sentenced to three months' jail and three strokes of the cane after he pleaded guilty to overstaying in the country. Zaenal Mohamad Sukri, 31, continued to stay in the Sultanate after his social visit pass had expired on October 11, 2006. He was arrested by Immigration Enforcement personnel who carried out an inspection at a rented house in Kg Pelambayan on Friday. Zaenal was one of ten foreigners who was staying at the house.

6. GERMANY RESTRICTS WORKERS FROM EASTERN EU STATES

Germany is to extend by two years until 2011 restrictions on the number of immigrant workers from the latest nations to join the European Union, a report said Saturday. The weekly Der Spiegel, in an extract from its next edition to appear Monday, said officials in Germany's left-right coalition government had agreed on the move in a meeting on low pay. The restrictions Germany adopted in 2004 against eight countries which joined the EU in 2004, plus Bulgaria and Romania when they became members last January 1, were designed to protect its labour market. They are particularly aimed at neighbours Poland and the Czech Republic, which border the former East Germany, the most economically depressed region of the country. The extension is a rebuff to Economy Minister Michael Glos, who wanted the restrictions lifted early.

7. RUSSIA BACKS FOREIGN LANGUAGE TEST

Russia’s Putin regime, whatever its other possible faults, is increasingly serious about protecting Russia’s national identity and putting the interests of native Russians first. It recently started reserving certain jobs for Russians.

Russian immigration chiefs yesterday proposed compulsory language tests for foreigners wanting to work in Russia, the latest in a series of measures to tighten up on immigration. A huge influx of migrant workers, many of them Muslims from ex-Soviet republics, has caused resentment inside Russia and many policy-makers say it has contributed to a spate of racially motivated attacks. The Federal Migration Service said it supported a draft law written by two pro-Kremlin members of parliament that would set a language test for anyone planning to work in Russia for more than one year.

‘We have an interest in this and support the lawmakers' initiative,’ the service said. ‘It is obvious that without knowledge of the Russian language it is impossible to integrate into Russian society.’ Several Western states have language requirements in their immigration rules. But in most cases it is only people seeking permanent residency, or skilled workers, who need to sit a language test. Alexander Krutov, a lawmaker with the pro-Kremlin Just Russia party and one of the two authors of the draft law, said the only exception would be for foreigners working in Russia for foreign firms.

He said all other would-be migrant workers should sit a test on their proficiency in Russian within three months of arriving. If they fail, they will not be allowed to work and will be given the option of sitting the test again. ‘Knowing the Russian language ... will lead to a reduction in the level of xenophobia and ethnic tension because a person will be able to explain and understand what is wanted from him and what is going on around him,’ Krutov said. To become law, the proposal would have to be approved by both houses of Parliament and President Vladimir Putin. Russia has revamped its immigration rules to deal with the large numbers of foreigners wanting to work in its booming economy. The new measures streamlined procedures for people seeking temporary work permits. But they also barred foreigners from working in
